Court Summons Greater Accra Minister Over Alleged Defiance of Injunction on Disputed Dodowa Land

The Adentan High Court (2) has directed that Greater Accra Regional Minister Linda Obenewaa Akweley Ocloo be served with court processes in connection with a contempt application arising from an ongoing land dispute in Dodowa.

The court granted an application for substituted service and ordered that the Minister be served with a motion seeking her committal for contempt, as well as a hearing notice. Copies of the documents are to be posted on the court’s notice board, affixed to the walls of her residence or left with an adult occupant, served on the Chief Director of the Greater Accra Regional Coordinating Council, and published in the Daily Graphic.

The Minister is expected to appear before the court on June 24, 2026, to respond to allegations that she disregarded an interlocutory injunction relating to a disputed parcel of land earmarked for the proposed relocation of the Dodowa Market.

The application was filed by Bernard Oduro through his attorney, Felix Mishio Ankonam, in a case that stems from competing claims over the land and plans by authorities to develop the area.

According to court documents, Oduro obtained an injunction on October 22, 2025, restraining any development activities on the property pending the final determination of the case. He maintains that the order was duly served on both the Minister and the Chief Director.

The applicant alleges that despite the injunction, land-clearing and grading activities commenced on the property in April 2026. He claims investigations showed the workers were acting under instructions from the Regional Minister.

Court filings further state that after some workers were arrested following a complaint to the police, the Minister allegedly intervened and directed their release, insisting they were carrying out her instructions.

Oduro also contends that the Minister openly acknowledged awareness of both the court case and the injunction during media interviews, but indicated that development plans linked to the relocation of the Dodowa Market would proceed regardless.

The applicant argues that the Minister’s actions constitute deliberate disobedience of a valid court order and has therefore asked the court to cite her for contempt.

The case is expected to test the extent to which public officials can be held accountable for actions taken while carrying out government assignments in the face of existing court directives.
