CILT Calls for Private Sector Partnership to Transform Ghana’s Transport Infrastructure

Ghana’s efforts to modernise its transport infrastructure could benefit significantly from greater private sector participation, President of the Nigerian Chapter of the Chartered Institute of Logistics and Transport (CILT), Dr Boboye Oyeyemi, has said.

He argued that Public Private Partnerships (PPPs) could help accelerate the development of roads and other transport infrastructure while reducing the financial burden on government.

Dr Oyeyemi made the call at the opening of the 2026 Logistics and Transport Conference and Annual General Meeting of CILT at Fiapre near Sunyani.

The three-day conference is being held under the theme: “Transforming Ghana’s Transport Infrastructure for Inclusive and Sustainable Growth.”

According to Dr Oyeyemi, involving private investors in long-term national infrastructure projects could improve the quality and speed of project delivery.

He cited Nigeria’s experience, where he said incorporating private sector participation into national development projects had helped reduce government’s burden in financing infrastructure.

He noted that private sector involvement could extend beyond roads to areas including highways, inland transportation, railways and marine transport.

Dr Oyeyemi also encouraged Ghana to promote private investment in public bus transportation and consider partnerships for the construction of concrete roads.

He said PPP arrangements could help address concerns over poor-quality government projects because private investors would have a greater incentive to monitor construction quality and ensure timely completion.

“The private investor has enough time to monitor quality work and project completion,” he said.

Conference focuses on transport reforms

The conference is bringing together stakeholders from the transport, aviation, energy and logistics sectors to examine challenges confronting Ghana’s transport system and develop practical interventions.

Key areas under discussion include urban transportation and traffic congestion, PPPs in transport development, inclusive transport for persons with disabilities and vulnerable groups, and the implementation of the new vehicle registration number plate system.

Participants are also expected to discuss energy conservation and the adoption of electric vehicles.

Officials from institutions including the Driver and Vehicle Licensing Authority (DVLA) and National Road Safety Authority (NRSA) are among those attending the conference.

NRSA targets mandatory towing system

Meanwhile, Director-General of the NRSA, Mr Abraham Amaliba, has urged investors to consider opportunities in the vehicle towing industry ahead of the planned implementation of a mandatory towing system from 2027.

He said towing companies would be required to register with the NRSA as part of efforts to regulate their operations.

Mr Amaliba said the Authority would undertake a nationwide public sensitisation campaign to educate motorists and other stakeholders about the new towing arrangements.

He said the registration requirement would help the NRSA identify and regulate towing operators as the country prepares to implement the mandatory system.
