GH¢10m Media Fund Must Strengthen Journalism, Not Compromise Independence

President John Dramani Mahama’s announcement of a GH¢10 million allocation in the 2027 national budget as seed funding for the Media Development Fund is a welcome commitment to strengthening Ghana’s media landscape.

However, the significance of this initiative must be measured not merely by the amount of money allocated but by how effectively, transparently and independently the fund is managed.

The media remains an indispensable pillar of Ghana’s democratic governance. Journalists play a critical role in holding public officials accountable, exposing wrongdoing, informing citizens and providing a platform for national debate. Yet, the profession continues to grapple with serious challenges, including poor remuneration, job insecurity, inadequate working conditions, limited opportunities for professional development and threats to the safety of journalists.

These challenges have implications for the quality of journalism in the country. A journalist struggling with financial insecurity, inadequate resources and limited professional support may find it difficult to undertake the kind of sustained investigative work required to expose corruption, scrutinise public expenditure and hold powerful institutions accountable.

It is against this background that the proposed Media Development Fund deserves serious attention.

President Mahama disclosed the allocation at the 30th anniversary of the Ghana Journalists Association Media Awards, recalling his earlier commitment at the 29th awards ceremony to reactivate the fund. The proposed support is expected to cover journalist welfare, professional development, investigative reporting, digital literacy and safety training.

These are important areas that require sustained investment. In particular, investigative journalism is expensive and time-consuming. It often requires access to specialised expertise, legal assistance, data analysis and resources for field investigations. Without adequate institutional support, many media organisations and individual journalists may struggle to undertake complex investigations in the public interest.

The proposed fund could therefore help address some of these structural weaknesses and create opportunities for journalists to pursue stories that would otherwise remain unexplored.

We are equally encouraged by the President’s pledge to work with the GJA to mobilise additional contributions from corporate institutions, including KGL and the Bank of Ghana. Government funding alone may not be sufficient to meet the needs of an industry facing several challenges. Bringing corporate institutions on board could expand the fund’s financial capacity and ensure that its interventions are sustained.

However, the involvement of government and corporate institutions must not become a source of influence over editorial decisions or the professional judgement of journalists.

The independence of the media must remain non-negotiable.

A Media Development Fund that provides financial assistance to journalists must not become an instrument for rewarding favourable coverage, discouraging criticism or influencing the editorial direction of media organisations. Its credibility will depend largely on the independence of its governing structure, transparent disbursement procedures and clearly defined eligibility criteria.

We therefore expect the GJA to play a leading role in developing a governance framework that protects the fund from political interference and corporate influence. The criteria for accessing support must be made public, while beneficiaries and the amounts disbursed should be disclosed periodically.

There must also be independent auditing and regular reporting to ensure that the resources are used for their intended purposes. The fund should not become another public initiative whose operations are difficult to scrutinise.

Beyond the financial commitment, the President’s call on experienced editors to mentor younger journalists deserves equal consideration. Journalism is a profession that requires continuous learning, practical experience and strong ethical foundations. Young reporters must be given opportunities to work alongside experienced editors, learn investigative techniques, understand public financial records and develop the skills needed to produce accurate and credible reports.

Such mentorship should be institutionalised within media organisations rather than left to individual goodwill.

We also urge the government and the GJA to ensure that the fund addresses the welfare concerns of journalists beyond occasional training programmes. Poor remuneration, delayed salaries, inadequate insurance coverage and the absence of retirement security remain significant concerns for many media practitioners.

A sustainable media industry cannot be built on awards and professional recognition alone. It requires journalists who are adequately remunerated, protected and equipped to perform their duties without fear or undue pressure.

The GH¢10 million allocation is a starting point, not an end in itself. Its impact will depend on the institutional safeguards, management arrangements and measurable outcomes established to guide its implementation.

We expect the government to honour its commitment when the 2027 budget is implemented and the GJA to ensure that the fund serves the broader interests of the profession rather than a privileged few.

Ultimately, Ghana needs a media industry that is financially sustainable, professionally competent and editorially independent. If properly managed, the Media Development Fund could contribute meaningfully to that objective.

The test of this initiative will not be how much money is announced, but how many journalists it empowers, how much quality journalism it produces and how effectively it strengthens the media’s constitutional responsibility to hold power accountable.
