The Ghana Shippers Authority (GSA) will introduce a nationwide requirement for Smart Port Notes (SPN9) for all export shipments starting February 1, 2026, in a move aimed at modernizing port operations and strengthening trade compliance.
The SPN9 system, an advanced shipment information platform, is designed to improve cargo monitoring, enhance regulatory compliance, and provide reliable logistics data for Ghana’s ports. Importers and consignees within Ghana will not incur any charges; the service fees for obtaining a valid Smart Port Note will be borne solely by exporters in the country of origin.
Speaking at a forum for editors in Accra, GSA Deputy CEO (Technical), Mr. Fred Aseidu Dartey, explained that the initiative follows extensive consultations with industry stakeholders, including the Ghana Union of Traders Association, the Association of Ghana Industries, and the Importers and Exporters Association of Ghana, among others.
The system requires all shipping lines, freight forwarders, exporters, and logistics operators to obtain and present a valid SPN for every cargo shipment, including transit cargo. Each SPN number must be clearly indicated on all Bills of Lading accompanying exports, and non-compliance could result in penalties or delays at ports.
Mr. Dartey emphasized that the initiative aligns with GSA’s mandate under L.I. 2190 and is part of ongoing efforts to optimize port operations, promote transparency in trade, and bring Ghana’s shipping procedures in line with international best practices.
Industry operators have been urged to familiarize themselves with the SPN requirements and ensure full compliance when the system becomes compulsory next month.
