NAIMOS Reportedly Arrests Nine BWG Personnel Over Alleged Misconduct

Nine personnel affiliated with Blue Water Guards (BWG) have reportedly been arrested by the National Anti-Illegal Mining Operations Secretariat (NAIMOS) at Manso Adubia in the Ashanti Region over allegations of bribery and impersonating NAIMOS operatives.

The reported arrests have triggered an internal warning to members of the Blue Water Guards, with the organisation urging its personnel to maintain the highest standards of professionalism while carrying out their duties.

According to an urgent notice circulated to Blue Water Guards personnel, the nine individuals were allegedly arrested after being accused of taking bribes and presenting themselves as NAIMOS operatives.

The allegations, if established through due process, could have serious implications for public confidence in personnel involved in Ghana’s efforts to combat illegal mining, particularly in communities where anti-illegal mining operations require cooperation between state agencies, security personnel and local stakeholders.

The notice described the alleged conduct as “disgraceful” and warned that such behaviour could damage the reputation and credibility of the entire Blue Water Guards organisation.

The development is particularly significant because the fight against illegal mining, commonly known as galamsey, depends heavily on public trust and the integrity of individuals operating in mining affected communities.

The Blue Water Guards notice made clear that its personnel do not have the authority to present themselves as NAIMOS operatives or exercise powers reserved for the state led anti-illegal mining operation.

“No BWG is authorised to act as NAIMOS,” the notice stated, drawing a firm institutional boundary between the responsibilities of Blue Water Guards personnel and those of NAIMOS.

That distinction is crucial because impersonation of state officials can create confusion among miners, landowners, local authorities and members of the public, while potentially undermining legitimate enforcement operations.

The reported incident at Manso Adubia therefore raises broader questions about accountability, operational discipline and the need for clear identification of personnel participating in anti-illegal mining activities.

The allegations of bribery are equally serious. Any demand for or acceptance of illicit payments by personnel involved in environmental enforcement could undermine legitimate efforts to protect water bodies, forests, farmlands and other natural resources from destructive mining practices.

For communities affected by illegal mining, the credibility of enforcement personnel is particularly important. Residents need to be able to distinguish between authorised officers, private security personnel and individuals who may attempt to exploit the anti galamsey campaign for personal gain.

The notice consequently urged all Blue Water Guards personnel to “desist from such acts and remain professional,” reinforcing the expectation that personnel must conduct themselves within the limits of their mandate.

The reported arrests also provide an opportunity for the relevant authorities and organisations to strengthen operational safeguards, including proper identification, supervision, documentation and public communication concerning personnel deployed in mining communities.

Such measures could help reduce the possibility of impersonation and ensure that members of the public know which officers have legal authority to undertake particular enforcement actions.

At the same time, the allegations should be subjected to due process, with the individuals involved given the opportunity to respond to the accusations and the competent authorities determining the facts in accordance with Ghanaian law.

The incident should therefore not be interpreted as a finding of guilt against the reported detainees unless and until the appropriate legal process establishes otherwise.

For Blue Water Guards, however, the episode presents a significant institutional challenge. The organisation’s reputation can be affected not only by the actions of its leadership but also by the conduct of individual personnel operating under its name.

The warning issued to its members signals an attempt to draw a clear line between legitimate environmental security work and conduct that could compromise the wider anti-illegal mining campaign.

The case also highlights the importance of coordination between NAIMOS and other actors operating in mining communities, particularly where multiple security, environmental and community based groups may be present.

Greater public awareness of the identities, mandates and limits of each group could help prevent residents and mining operators from being misled by individuals claiming official authority.

The broader stakes extend beyond institutional reputation. Illegal mining has generated significant national concern over the protection of Ghana’s water bodies, forest reserves, agricultural lands and environmental resources.

Any allegation that personnel entrusted with supporting enforcement activities have abused their position therefore deserves serious attention, transparent investigation and, where wrongdoing is established, appropriate legal consequences.

The Blue Water Guards notice ended with a direct warning that anyone caught engaging in such conduct would face the full force of the law, underscoring the organisation’s stated commitment to accountability.

The reported arrests at Manso Adubia should consequently serve as a reminder to all personnel involved in anti-illegal mining activities that authority must be exercised lawfully, professionally and transparently.

For the public, the central message is equally important: legitimate enforcement against illegal mining must be distinguished from alleged misconduct carried out under the appearance of official authority.

As Ghana intensifies efforts to confront illegal mining and protect its environmental resources, the integrity of every person participating in the campaign will remain critical. The Manso Adubia allegations therefore place renewed focus on discipline, accountability and strict adherence to institutional mandates.
