Tottenham Hotspur have opened negotiations with Manchester City over a potential double swoop for forwards Savinho and Omar Marmoush as new head coach Roberto De Zerbi looks to reshape the club’s attack.
Discussions between the two Premier League clubs are understood to be progressing, although no agreement has yet been reached for either player.
Tottenham have been monitoring Savinho since 2025, when the Brazilian winger decided to remain at the Etihad Stadium. However, his limited opportunities under Pep Guardiola have increased the possibility of a departure this summer.
The 22-year-old made only seven Premier League starts last season after joining City from French club Troyes for about £30 million in 2024.
Marmoush could also be available after struggling to establish himself as a regular under Guardiola during the 2025-26 campaign.
The Egyptian forward, who joined City from Eintracht Frankfurt for £59 million in 2025, scored eight goals in 36 appearances across all competitions last season.
City’s valuation of the two players has not been disclosed, although the club is expected to seek a substantial return on both investments.
De Zerbi targets attacking reinforcements
Tottenham’s pursuit of the City duo comes as De Zerbi seeks to address one of the team’s biggest weaknesses from last season.
Spurs finished 17th in the Premier League and scored just 48 goals in 38 matches, prompting the Italian coach to prioritise attacking reinforcements.
The club has already made major changes in midfield, bringing in Mateus Fernandes from West Ham and Sandro Tonali from Newcastle in deals worth a combined £185 million.
Attention has now turned to strengthening the forward line, with Savinho and Marmoush emerging as potential targets.
Tottenham are also interested in Liverpool forward Cody Gakpo, although the financial demands of pursuing the Netherlands international alongside the two Manchester City players could prove difficult.
City continue summer clear-out
Manchester City have already sanctioned several high-profile departures this summer as Guardiola reshapes his squad.
Among those who have left are midfielder Rodri, Tijjani Reijnders and second-choice goalkeeper James Trafford.
The possible departures of Savinho and Marmoush would further reduce the attacking options available to Guardiola while potentially generating significant transfer income for the club.
Tottenham begin their Premier League campaign away to Brentford on Saturday, while Manchester City open their season at home against Bournemouth on Sunday.
The outcome of the ongoing negotiations could therefore shape the attacking options available to both clubs as the new Premier League campaign gets underway.
