The Controller and Accountant-General’s Department (CAGD) has attributed delays in the payment of promotion-related salary adjustments and arrears for thousands of teachers to incomplete documentation from the Ghana Education Service (GES).
CAGD said it has so far processed 6,079 cases out of 58,620 expected cases involving teachers who were promoted or upgraded.
The affected teachers received their adjusted salaries and arrears, dating back to January 1, 2026, in the September 2026 payroll.
In a statement issued on Sunday, September 27, the Department said it could only process cases submitted by GES with the required supporting documents.
These include duly completed and authorised promotion or change-of-grade input forms, as well as the relevant promotion or upgrading letters issued to the affected teachers.
CAGD said the documentation is necessary for payroll verification and helps prevent fictitious promotions, unauthorised salary adjustments and other irregular payments.
The Department said an August 31 meeting involving the Ministry of Education, GES, teacher unions and CAGD resulted in an agreement for GES to submit a master list of promoted teachers, their promotion letters and completed input forms.
CAGD maintained that all valid cases received from GES had been processed, while outstanding cases were those for which the required documentation had not yet been submitted.
The clarification comes amid concerns from the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT) and Pre-Tertiary Education Teachers Association of Ghana (PRETAG) over delays in placing promoted teachers on their appropriate salary scales.
The issue forms part of the grievances cited by the unions in their ongoing nationwide strike.
CAGD urged the Ministry of Education, GES, teacher unions and other stakeholders to work together to resolve the outstanding cases.
It assured affected teachers that legitimate promotion-related salary adjustments and arrears would be processed once the required documentation was submitted and successfully validated.
