The Economic and Organised Crime Office (EOCO) has clarified that the ongoing investigation into the alleged diversion of about GH¢55 million from the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD) remains active despite the voluntary repayment of some funds by the committee’s former accountant, Gerald Appiah.
In a statement issued on Monday, July 13, EOCO said Mr Appiah had started refunding monies believed to be connected to the alleged financial irregularities under investigation.
The anti-graft agency, however, stressed that the repayment does not amount to a closure of the case or remove any possible criminal responsibility from persons involved.
EOCO said Mr Appiah, former IMCCoD Executive Secretary Dennis Edward Aboagye, popularly known as Miracles, and other individuals are still being investigated over alleged offences, including conspiracy to steal, stealing, causing financial loss to the state, unlawful use of public office for profit, dissipation of public funds, defrauding by false pretences and money laundering.
The investigation follows a forensic audit conducted into the operations of the IMCCoD Secretariat between August 2022 and February 2025.
According to EOCO, the probe was initiated after a petition was submitted by the current Executive Secretary of the committee requesting further investigations into the findings of the audit.
The Office indicated that Mr Appiah is expected to complete his bail requirements and be released as the investigation continues.
EOCO assured the public that the process would be handled with professionalism, fairness and strict adherence to the law, adding that all persons connected to the matter would be treated according to due process.
