Joe Jackson, Chief Executive Officer of Dalex Finance, has acknowledged the 2025 Budget as a crucial step toward Ghana’s economic recovery but cautioned that its success depends on the realization of key financial projections.
Speaking on The Big Issues on Channel One TV on March 15, 2025, Jackson emphasized that while the budget—presented by Finance Minister Dr. Cassiel Ato Forson—lays out necessary interventions under the International Monetary Fund (IMF) program, it carries significant risks. He pointed out that the government’s strategy hinges on optimistic revenue targets, improved tax refund mechanisms, and renewed economic confidence.
However, he warned that external shocks could derail these plans. “Any external shock and we are down,” he stated. “If the Cedi depreciates sharply, if the cocoa sector fails to recover, or if gold prices slump, the entire economic recovery strategy will be in jeopardy.”
Jackson noted that the budget makes bold bets, particularly on revenue generation and economic optimism translating into tangible growth. While he commended the Finance Minister for his decisive approach, he stressed that Ghana’s economic outlook remains uncertain, requiring careful management of both domestic policies and external economic factors.
As the government moves forward with its economic recovery agenda, experts like Jackson urge policymakers to remain vigilant against potential financial disruptions that could undermine progress.
