Although top-tier positions in Ghana’s security architecture may be reserved exclusively for full Ghanaian citizens, an individual bearing United States citizenship has been appointed to serve as a top national security officer.
Mr Yussif Yunusah, husband of the Member of Parliament for Awutu Senya East, Phillis Naa Koryoo Okunor, is currently serving as Deputy Director of Investigations at the National Security Secretariat.
This position gives him immeasurable access to classified information and data, even though substantial evidence indicates that he holds dual citizenship and carries a United States passport.
A copy of his U.S. passport, issued by the Department of State, was widely circulated on NDC internal WhatsApp platforms and is available for review.
It was issued on April 22, 2021, and will expire on April 21, 2031, with his nationality explicitly listed as “United States of America.” It remains unclear whether the appointing authorities were aware of his citizenship status prior to his appointment.
Another document stirring controversy is a marriage certificate issued by the Superior Court of Ghana, which recognizes a marriage between Mr. Yunusah and one Esther Amoashie.
The document states the year of this marriage as 2021, despite the fact that he married the current Member of Parliament for Awutu Senya East, Phillis Naa Koryoo Okunor, the previous year.
