$4m Tuition Debt Puts Ghanaian Students at University of Memphis at Risk

Nearly 100 Ghanaian students at the University of Memphis in the United States are facing an uncertain academic future following the termination of the university’s scholarship partnership with Ghana over outstanding tuition obligations of almost $4 million.

The students, beneficiaries of the Ghana Scholarships Secretariat’s scholarship programme, have been prevented from registering for the new academic term unless alternative arrangements are made to settle their tuition bills.

The development has raised concerns about the financial sustainability of Ghana’s overseas scholarship commitments and the potential consequences for students who have already invested several years in their programmes.

The University of Memphis has confirmed that Ghana’s outstanding debt under the scholarship arrangement is approaching $4 million.

The arrears had stood at $3.6 million in July 2025, after which Ghana made two separate $1 million payments in August of that year. The outstanding liability, however, subsequently increased as additional obligations accumulated.

University President Bill Hardgrave had previously attributed the payment difficulties partly to Ghana’s change in government and its impact on national budgetary allocations.

Despite expectations that the financial dispute would be resolved, the outstanding payments have remained unsettled, prompting the university to end the partnership.

### Students caught in funding dispute

The financial disagreement between the two institutions has now shifted the burden onto the Ghanaian students, many of whom were not directly responsible for the unpaid tuition.

The university says the affected students could face academic dismissal if they are unable to secure funding, while their immigration status and access to accommodation and other student support services could also be affected.

In a statement, the University of Memphis said the students had unexpectedly become responsible for securing their academic future through no fault of their own.

The university has indicated that it is engaging affected students on possible options that could allow them to remain on campus and complete their programmes.

The situation is particularly urgent because the fall semester is approaching, leaving students with limited time to resolve their funding difficulties.

### High-performing students face disruption

The financial crisis is also threatening the academic progress of students who have reportedly performed strongly since joining the programme.

The beneficiaries are pursuing programmes in areas including science, engineering and business, while University of Memphis records cited in local reports put the Ghanaian students’ average cumulative GPA at 3.75.

Under the scholarship arrangement, up to 70 per cent of the opportunities were allocated to Science, Technology, Engineering and Mathematics (STEM) programmes, with the remaining places focused largely on graduate business programmes.

The programme was established in 2023 following an initiative associated with the Asantehene, Otumfuo Osei Tutu II, who advocated opportunities for Ghanaian students following his visit to Memphis for the May International Festival.

### Funding delays blamed on administrative processes

Ghana’s Scholarships Secretariat has previously attributed delays in payments to an ongoing audit and administrative processes involving the state institutions responsible for processing and transferring scholarship funds.

In July 2025, the Secretariat confirmed the $3.6 million debt and disclosed that an initial $400,000 payment had been made while arrangements were being made for a further $1 million payment.

Although subsequent payments were made, the outstanding liability has remained unresolved.

The latest development has therefore renewed questions about the management of government-sponsored scholarships abroad, particularly where delayed payments could expose beneficiaries to academic, financial and immigration risks.

For the affected students, the immediate challenge is to secure alternative funding or obtain urgent government intervention to prevent disruption to their studies.

The University of Memphis has said it remains willing to work with the students to identify possible pathways for them to complete their education.

However, unless the outstanding financial obligations are addressed, nearly 100 Ghanaian students who secured places under a government-backed scholarship programme could see their academic plans placed on hold despite their continued progress and strong academic performance.
