Former Member of Parliament for Anyaa Sowutuom, Dickson Adomako Kissi, has warned public sector leaders to prioritize strong administrative oversight and record-keeping in light of the ongoing ghost name scandal at the National Service Authority.
Speaking on Channel One TV’s Breakfast Daily on Tuesday, March 10, Dr. Adomako Kissi described the case as a significant lesson for current and future chief executives, urging them to maintain rigorous control over administrative processes.
He highlighted that the ongoing case underscores deep-rooted issues in record-keeping and administrative management within Ghana’s public institutions. “Record-keeping remains one of the biggest challenges in our country,” he noted, pointing out that the emerging issues in the ghost name case appear to stem from administrative failures.
Dr. Adomako Kissi also stressed that the issue of ghost names in the National Service system has persisted across multiple administrations and must be urgently addressed. H
He believes that if proper administrative controls were in place, the scale of the fraud could have been prevented.
The remarks come amidst the criminal case against the former Executive Director of the National Service Authority, Osei Assibey Antwi, who faces expanded charges of financial mismanagement.
Prosecutors allege that unauthorized payments were made to non-service personnel, resulting in a financial loss of over GH¢431 million. The case is set to return to court for a case management conference on April 13, 2026, as investigations continue into the alleged irregularities.
