The Achimota Forest Reserve has regained its full protected status after Cabinet approved the revocation of the Executive Instrument (EI) 144, which had removed a portion of the forest from the reserve in 2022.
The Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, announced the decision during the Government Accountability Series in Accra on Wednesday, July 15, saying the move was part of efforts to preserve one of Accra’s most important ecological assets.
According to the Minister, Cabinet on June 24, 2026, approved the withdrawal of EI 144 and its amendment, EI 234, effectively restoring the forest to its original status under the 1927 declaration that established the reserve.
The revoked instrument had excised approximately 361.5 acres from the southern section of the Achimota Forest Reserve and returned the land to the Owoo family, described as the original owners before the state acquired the area.
The decision to remove portions of the forest from the reserve in 2022 generated significant public debate, with environmental groups, civil society organisations and some lawmakers raising concerns about the potential impact on conservation efforts and urban environmental protection.
Mr Armah-Kofi Buah said the latest decision reflected the government’s commitment to safeguarding the forest, which he described as the last major remaining urban forest cover in Accra.
“This is the only last man standing forest cover in Accra, and President Mahama is determined to protect it at all costs,” he stated.
He explained that the Achimota Forest Reserve serves important environmental functions, including improving air quality, supporting biodiversity and providing a green buffer for communities within the capital and its environs.
The Minister said restoring the forest’s protected status would help prevent further encroachment and ensure that the reserve remains preserved for future generations.
He added that the government would continue to pursue measures aimed at strengthening environmental protection and sustainable management of Ghana’s natural resources.
