In what is seen as a bold technocratic pivot, President John Dramani Mahama has appointed renowned economist and academic, Professor Lord Mensah, as Ghana’s new Head of Local Government.
This appointment marks a significant departure from traditional political placements in the role, introducing a seasoned financial economist into the heart of Ghana’s local governance system. With a robust academic and professional background spanning finance, economics, and development consulting, Prof. Mensah is expected to bring analytical depth and fiscal discipline to local government operations.
The University of Ghana Business School professor holds a PhD in Applied Economics-Finance from the University of Antwerp, Belgium, and a Master’s degree in Financial Mathematics from Germany’s University of Kaiserslautern. His credentials in economic modeling, financial risk management, and decentralised development have earned him international recognition, with published work indexed in top global research databases.
Beyond academia, Prof. Mensah has advised institutions such as the UNDP, Bank of Ghana, and Central Bank of Nigeria, offering a practical understanding of macroeconomic policy and development finance.
As Executive Director of the African Centre for Development Finance, he has advocated for smarter fiscal strategies to support Africa’s growth at the grassroots. His new role is expected to position him as a catalyst for reforms in Ghana’s decentralisation drive, particularly in enhancing revenue mobilisation and transparent financial management at the district and municipal levels.
Analysts say the move reflects the Mahama administration’s intent to inject technical competence into governance, especially at the sub-national level where resource leakages and inefficiencies have long plagued service delivery.
Prof. Mensah’s appointment has already drawn praise from civil society actors and policy think tanks who believe his data-driven approach could reshape Ghana’s local development landscape.
