New DIHOC Board Inaugurated to Spearhead Ghana’s Defence-Led Industrial Revolution

In a bold push to blend national security with economic transformation, the government has inaugurated a new Governing Board for the Defence Industries Holding Company Limited (DIHOC), tasking it with the strategic mission of turning Ghana into a defence manufacturing powerhouse and a key industrial hub in West Africa.

The inauguration, held on July 7, 2025, came just hours after the symbolic 44th Guard Changing Ceremony at Jubilee House and a high-level meeting between President John Dramani Mahama and security officials on combating illegal mining.

Defence Minister Dr. Edward Omane Boamah, who swore in the board, framed the move as a pivotal moment in Ghana’s quest for self-reliance, industrial growth, and national resilience. “This is more than a security strategy—it’s an economic transformation agenda,” he stated, highlighting the central role DIHOC is expected to play in Ghana’s industrial future.

Defence Industrial Complex at the Core

At the heart of the government’s strategy is the creation of a robust Defence Industrial Complex (DIC), a flagship initiative aimed at catalysing job creation, technology transfer, and local production of critical defence materials. The complex will serve both military and civilian industries, aligning with the broader national vision of a 24-hour economy that thrives on innovation, productivity, and inclusion.

Dr. Boamah emphasised that DIHOC’s transformation will help reduce Ghana’s reliance on foreign defence imports, increase domestic capacity in high-tech manufacturing, and unlock opportunities for private sector collaboration—especially in arms production, logistics, and research.

Leadership for a Strategic Vision

The newly constituted DIHOC board brings together a mix of defence leadership, technocrats, and public sector representatives. It is chaired by Deputy Defence Minister Ernest Brogya Genfi, whose policy and legal experience is expected to provide critical direction as DIHOC enters a new phase.

Members of the board include:

  • Emmanuel A. Kartey, Chief Director, Ministry of Defence

  • Lt. Gen. William Agyapong, Chief of Defence Staff

  • Brig. Gen. Kwaku Dankwa Hagan

  • Brig. Gen. Charles Gbekle

  • Kojo Gyeke Darko

  • Vida Addae

  • Emmanuel Drah, Member of Parliament

  • Col. John Asabre (Rtd)

The diverse makeup of the board reflects the cross-sectoral approach needed to harness both security imperatives and industrial policy goals.

National and Regional Implications

As Ghana positions itself to become a regional centre for defence production, the board’s immediate challenge will be operationalising strategic partnerships with global defence firms, local manufacturers, and research institutions. Analysts say the move could redefine Ghana’s industrial base, enhance its geopolitical influence, and inject much-needed vitality into the country’s economy through skills development, exports, and infrastructure investment.

The government has assured the board of its full backing, with expectations high that DIHOC will emerge not just as a key defence asset but as a model of state-led industrial transformation.

With global instability reshaping defence priorities and economies seeking new engines of growth, Ghana’s effort to bridge security and industrial policy through DIHOC may well signal a new era of strategic statecraft in Africa.
